Making the Case for Cities in Parliament

On 9 September 2025, participating cities gathered in the Houses of Parliament for a presentation of Inner Circle Consulting’s findings and recommendations in the Case for Cities report. This was followed by a panel discussion around the role of smaller cities as engines of growth and prosperity, and what we can do to unlock their potential. The panel was joined by Cllr Cameron Holloway, Leader of Cambridge City Council; Cllr Jeremy Hilton, Leader of Gloucester City Council; Cllr Naomi Tweddle, Leader of Lincoln City Council; Cllr Mike Stonard, Leader of Norwich City Council, and chaired by Evie John, Managing Director at Inner Circle Consulting. The event was hosted by the Rt Hon Anneliese Dodds, MP for Oxford East. The event was attendeed by MPs, think tanks, partners from civil society and representatives from cities across the country.
